Do you want to have a key role where you can help develop recruitment and management support in a dynamic administration? We are looking for someone who wants to work broadly, close to operations, and strategically as an HR Generalist!

About the Workplace

The Employment Administration in Helsingborg is responsible for the city's adult education, labor market initiatives, and management of financial assistance. We are nearly 400 employees with various competencies, aiming to enable adults to become self-sufficient. We also want to genuinely contribute to meeting employers' needs for skills supply. In the administration, we also have support functions organized under the operational area of staff with HR, finance and governance, communication, security and preparedness, as well as digitization and development.

The Employment Administration in Helsingborg is facing exciting development, and we are now looking for a driven and experienced HR consultant who wants to become a central part of our HR unit. Here you will play an important role where you combine broad HR work with a clear focus on supporting our managers and developing the organization forward.

You will belong to our new HR unit led by our HR manager. Together with another HR consultant, an HR strategist, and an HR administrator, you form an engaged team characterized by close collaboration, lack of prestige, and a strong sense of responsibility. Our common task is to provide qualified and operationally close HR support to the entire administration.

Job Responsibilities

As an HR consultant with us, you are the strategic and operational support for management and operations in all HR matters.

  • Operational Management Support: You act as a sounding board and support managers in all HR processes, from employee relations and work environment to restructuring and labor law. You sit as a strategic partner in the management group for the operational area you support.
  • HR Generalist: Your assignment covers the entire HR area, such as labor law and contractual issues, skills supply, work environment, rehabilitation, and restructuring.
  • Focus on Development: The administration has a stated need to develop work around recruitment and increase support to managers in this area. You are expected to actively drive and develop these processes in collaboration with your colleagues and managers throughout the administration.
  • We are a small unit, and we constantly work on developing and being responsive to the needs of the operations. Therefore, it may be relevant to prioritize within the group and take on larger areas of responsibility within some other HR processes.
  • You will also collaborate and work together with other HR employees in the city within various working groups and networks.

Qualifications

To succeed in the role, we see that you have:

  • Education: A university degree (at least 180 credits) in personnel and labor issues, behavioral science, or other education that the employer deems equivalent, as well as basic labor law.
  • Experience: Several years of experience in HR work as a generalist.
  • Knowledge: You are confident in interpreting and applying laws and collective agreements, particularly in labor law. Good knowledge of the collective agreement HÖK/General Provisions is a significant plus.
  • Meritorious: It is highly meritorious if you have experience in developing recruitment processes and/or have worked with recruitment as a major part of your assignment. Experience from the public sector is also meritorious.

You are a person who is secure, stable, and has professional integrity. You thrive with parallel and varied tasks and have the ability to independently prioritize your work.

  • Relationship Builder: You are attentive, communicative, and easily create trusting relationships with managers, employees, and colleagues in the HR team.

  • Development-Oriented: You see opportunities for improvement and independently drive your work forward, particularly in the recruitment area.
